I must also say that I do not have experience with geese (yet... I want to get some), but I do know that geese, and most birds in general, do not feel the cold the same way that mammals do. I would observe the gosling and see if it looks to be sick or shivering or generally not doing well. It might just not be cold enough to need it much. Or it could be that goose is not a good mother.
