This popped up in Michigan a couple of years ago: Property tax on off grid energy collectors

I believe a possible solution in Michigan is to place the solar panels onto flatbed trailers, changing them from real property to personal property. Michigan eliminated the personal property tax a couple of years ago, and despite persistent budget problems, the state looks more likely to increase sales taxes or other regressive taxes before reinstating the personal property tax.
