My grass seed won't stick around

Hi there,
We have a new house, new lawn, well, make that lots of mud!  When my lot was graded, they dumped a lot of top soil, so I know i have a fairly good base. My problem is, how does one keep the darn seed on/in the soil, we put staw on top, but it gets pretty windy out here, so that blew it away, then the rain came, and what was left by the wind was washed away.  We did the whole rake it in and straw, and frankly, I'm at my wits end, I've seeded the same area twice only to have it blow or float away.  Any good ways to make the lil buggers stick??

maybe seed just isn't gonna work for you.  Sod?  Sprigs?

After seeding and fertilizing, I find a top dressing of lawn soil/topsoil to cover the seeds is very effective at keeping the seed covered nicely till it sprouts.  This hides it from the birds and keeps it from washing away as the top soil sticks a little.
